Hi,
My husband is a PR and currently we are planning to move to Singapore. Can he apply LTVP for me and our kids when we(me and my husband) are both not in Singapore now? Does anyone have any experience or heard anything like this before? Thank you.

Yes. look at the ICA.gov.sg website.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or
http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

Thank you for your reply.Yes I did browse the website but did not find anything thats helpful on this.However,in the FAQ section there is a question "Can the LTVP be applied when the applicant is overseas?" and the answer is "No, the applicant is required to be in Singapore to submit new applications. Please seek approval for the applicant to enter Singapore, if needed."
But the FAQ was established in 2017 and I dont know if its been changed since then.

Ok - seems you're more up to date and I may have been thinking of PR which can be applied for from overseas.
Perhaps consider that instead.
LTVPs are easily obtained by spouses once in Singapore.
I not lawyer/teacher/CPA.

PR - Yes (as long been in SG before for a while)
LTVP - No. Reason is LTVP is for long term stay in SG. Why grant it to someone who is overseas?
There has been quite a few SG-foreigner couples who returned back to SG in the past one year and got their foreigner spouse LTVP approved. You can check the forum archives.
Just enter SG and do the LTVP process.

I moved back with my wife (citizen). I applied for PR from abroad and the LTVP on arrival. It took about 3 weeks from memory.

She was in the UK with me. She had been made redundant (retrenched) by our shared employer whilst 6 months pregnant.
So no, she wasn’t working in UK and she certainly wasn’t employed in SG.
