Like the police? I’m just afraid of worsening relations beyond repair, right now we’re all at least civil.
I am not sure what is here the relevant authority, but not the police. SCDF has a hotline for reporting fire hazards:
https://www.scdf.gov.sg/home/feedback-form (see the hotline banner with the phone numbers). Also scdf has a lot to do with buildings evacuation and fire safety. Not sure if they have the authority but I would check with them what to do in such case.
The body responsible for the fire safety of the
condo is the management so you may start with them, reminding them they were already notified a few times and the problem still persists and if continues you had no choice but look for help engaging authorities.
Do you think the BCA can do anything about this?

I would expect BCA is for "structural" safety and permitting the use of buildings or their parts as the whole.
In your case the safety issue is related to some non-permanent obstruction of otherwise perfectly fine staircase what may interfere with building evacuation plans or cause spreading of fire if the stuff placed there is combustible. It looks to me more like firefighters type of the problem and expertise so SCDF should know what to do with it.

That’s what I thought at first, but the BCA often comes to do inspections for example to follow up on whether the
condo has adopted appropriate COVID SMMs, so thought they might be the relevant authority. Not sure this is within the SCDFs jurisdiction though, I’d think if anything it would start as a complaint with the police that would maybe get brought up to the SCDF.

But then again, how would I report this? Do I pick up the phone and call the cops? Or is there some site or app to report?
