Site Engineer with EP IPA holder Entry requirements

Hi All,
December 4th onwards CMP workers of work permit holders or training work permit or S pass holders,or IPA for any of these pass holders cannot enter SG through VTL.Pls clarify what about Employment pass holders with IPA,those who working in Construction site?Can they travel to SG using Vaccinnated travel lane?Thanks in advance.
