EP application for auditor

Can I apply for EP if my salary offered is lower than $4.5k as I am considered as fresh with 1 year working experience but I do have 1st class honor and ACCA qualifications?

No. Unless you are from Malaysia. But that will not be found on the MOM website. For those from anywhere else or educated here or elsewhere (unless Malaysian - and this is not a guarantee) the answer is a flat no. You will be eligible for only an S pass.

WARNING:
If your employer does apply for an EP for you at your insistence, and does NOT tick the "consider an S pass if ineligible for an EP" and it gets rejected, the employer will not be able to apply for a S pass after the rejection. You will have to find another position with a new company so be careful what you do.

Yes I'm from Malaysia with one year working experience in SG. Would that mean there will be special consideration for Malaysian in applying for EP, although I'm not fulfilling the minimum salary criteria of $4.5k

If you are a Malaysian Chinese it is better but it is still not a guarantee. In all probability you will be successful, but I'm not going to blow smoke. You can still be rejected and you will have no comeback because you will not find in on any government website. Being a fresher and Summa Cum has no bearing on it. Only the basic sheepskin is what qualifies you. Now with your employer they might want the added bragging rights, but the are not the people who make the EP decision, MOM is. The amount required for M'sian Chinese is around $2400~2600/month unless it has been raised in the past year or so.
