Government support for couples to have children is also non-existent.
My cousin complains that him and his wife decided not to have children- no financial subsidies or support, childcare prohibitive and now the competition for school places is also with the mainland PRC too.
School curriculum also changing to be more pro-PRC.
Singapore Govt at least tries to support citizens and lift the birth rate with many programs.

Beijing would probably see any incentives to have children by native Hong Kongers as a “protestor breeding program” - they would probably think it easier and more effective to supplant than brainwash… plus, no need to supply the military with natives either.

Well, what Beijing cares about is the land and not the people in it. The people are easily replaced if they don't fall in line - happens in much larger provinces, forget about Hong Kong.

Indeed... just look what they've done to the Uighurs and the mass in migration of laborers into Cambodia and Laos. They will never go home as they strip the countries of resources. And the leaders of Cambodia and Laos are so corrupt, they don't mind selling out their countries.
