You should be successful, however, If not, just wait 2 years from date of rejection and reapply. Pretty sure to be okay.

Huge quota for your race, salary is ok, time spent here pretty long as well. You stand a good chance.

For PR purposes, he's only been here 3 years. Schooling years do not count. Still it should be enough.

The only time schooling counts is if he applied during the period about 5~7 years ago when ICA would send letter to some of the foreign students of the major Sg Unis offering them a chance to apply for PR (it was almost a shoe-in). All they had to do is find a Job (not necessarily in their field - just a job that was EP qualified. That program has been stopped for a number of years now. Also, the Landed PR program was likewise stopped. I hired to Indonesian fresh graduates who were offered LPR back around 15 years ago. A lot did not take it up which in hindsight was a big mistake as they applied several years later and were denied. Gov't has a long memory and when you say no to the goose that lays the golden eggs, the goose WILL remember and will come back and bite you in the arse.

Perhaps after reading SMS’s latest post things look a little less promising. Still, best of luck to you.
