Looking to purchase a used coe car (will scrap it in a couple of years when the coe expires) and calculating costs. One thing that confuses me is the ARF. If I buy a used coe car (10+ years old), I don't have to pay ARF right when transferring into my name as ARF is only for first 10 years right?

Correct, you'll just pay the COE and cost of the car.
As you probably know, if you get a 5 year COE it is not extendable, so your car will be scrapped after 5 years. If you have the cash, better to get 10 years which has the ability to extend. In either case you can get a pro-rated refund of the COE if you get rid of the car before it ends.
