I best suggest you contact any of the hospitals to see if they have any openings for fellows in their respective Departments of Radiology.
Alternatively, contact your local distributors for the Radiographic Equipment Suppliers, such as GE Medical, Philips, Siemens, etc and ask them to help you contact their SIngapore offices to help. If the hospital your friend is at currently has made a purchase from one of these companies, it may help (sway) them greatly to help your friend too.

Search within these links for the department email addresses or phone numbers and contact the Heads of Department directly, or their secretaries. That should be the best way.
If all else fails, get your friend to take a short holiday here, then get him to visit the hospitals and make appointments with the Heads. That should show them how serious he is about getting a working fellowship here in Singapore. Make sure he tries to get contact with them before coming, though. These guys are usually very busy (to my best knowledge).
