I am applying by my own not with agencies, However, i contacted mindef, and they replied that i am not liable for NS as i left before the liable age. I believe that i have a pretty good profile, am hitting a try.
What possible reasonable explanation could there be for not complying with the rules?

On the upside, however, he did manage to get a work pass here, so maybe there have been some relaxation of the formerly draconian measures they used to follow. Give it a try but hold no illusions. Maybe Mindef has relented a bit.
