@ The observer, To start new Application, should have some waiting period from the rejection date?

To be clear, it wasn’t stated in black and white that it has to be two years to reapply PR.
For PR to SGC, a minimum of 2 years, yes.

All applications for PR are carefully considered and reviewed by ICA. If there are additional or updated information or documents since your last application, you may consider submitting a fresh application online through MyICA or e-Service.

Please note that the outcome of the application will remain the same if there are no changes to your circumstances, and if the same information or documents are submitted.

We generally rely on anecdotal evidence as opposed to the stated times on the Gov. websites. Good example is applying for PR. Site says 6 months, but unless you are a rocket scientist or neurosurgeon, it's not likely to happen unless you are coming in on the GIP.

I just applied for PR on Jan 26, but today I found a drop down like this:

Submit requested document

When I clicked upload button, it shows that:

You do not need to upload any documents at this juncture.

May I ask what does it mean?
I found previous posts indicate the result is already made. Is that true?
