LTVP for Institute of Higher Learning graduates - Master degree

Hi.

I am Chinese, obtained my Master degree from NUS in 2019. After my Master, I joined work directly and have been on EP until June 2021. I was told that I am eligible for the LTVP given to graduates from Singaporean list universities. Every graduate has one-shot at this LTVP I understand, but I am not sure. :???:

Can someone tell me if I am just a master degree from NUS, can I still apply for the LTVP? I heard a Bachelor's degree and PhD can apply.

"The Long-Term Visit Pass (LTVP) is for a common-law spouse, step-child or handicapped child of an Employment Pass or S Pass holder. Pass holders earning over $12,000 can also get a pass for parents."
