Yes. unless you don't mind subsequent rejections as well. Generally speaking, if you jump the gun on the anecdotal 24 months, (we talking about data over a loooong period of time (I've been on this board since 2004/5) if you follow the ICA website is does list after 6 months you can apply. However it does NOT suggest that you will be successful and while you might be in neuro, unless your are a neuro surgeon it's not likely to happen (as you have already found out).

Agreed. Frankly, depending on the profile, I would probably recommend people to keep an alternative plan in place. Namely, prepare to move to another country before it's too late. For example...start job in singapore...wait for 2 years...getting rejection in about 2 years...so 4 years already gone...than wait for another 2 years for 2nd attempt...6 years gone if another rejection is in 2 years then 8 years and so on until unless very lucky.
Very very subjective and the 2 years time is to have something significant changed in your application. Example you had a case where there is a 50K pay rise or education completion, may be apply in 1 year?
