Does PR need a valid passport to stay in Singapore?

Post by ProvenPracticalFlexible » Tue, 29 Dec 2020 9:45 am

SMS or any other experienced people here with PR matters. I'm wondering if it is necessary for a PR staying here to hold a valid passport? My embassy reminded me that you should always have a passport with min. 6 months validity when staying in Singapore. But in current state I don't see why would I need it as I'm not traveling anywhere, I don't use the passport for anything in Singapore. Obviously when the borders open again it is needed again with a valid REP linked to it.

What will you do if you need to suddenly travel out on need?

You do not need 6 months validity to stay in Singapore if you have PR. My daughter has a US passport and Singapore PR. We made a trip to the US and Canada in June 2019 with just 4 months remaining. Canada doesn’t require 6 months for US passports. Singapore does, but you can reenter Singapore with a valid REP. The only problem we had was with the airline staff in the US who didn’t know what a REP was. They refused to allow her to travel to Singapore, but I rejected their refusal and kept escalating until they finally allowed her to travel based on the REP. We entered Singapore just fine and her passport was renewed a month later with 2 months to spare.

As for letting your passport just expire without renewal... I would be surprised if that is acceptable.

Very unlikely, but would do the same if I've lost my passport and needed to travel, whicg is to get an emergency passport from the embassy, can be issued on same day.

If your embassy has recommended something, is it better not to follow what they say? How much are we going to save in the number of months when renewed earlier?

I don't the embassy staff know Singapore legal details, so I wouldn't always follow their recommendations blindly. And that comment about 6 months seems to be only relevant for EP etc holders not PR.

It's nothing to do about saving money, but convenience to have all family passports issued on same date so it's less trouble to renew them for me. With the kids I have to go there together with them and drag them there in school hours, and missed this school holiday slots (my mistake as I didn't realise how little slots they had at the end of the year).

But really the question whether it is a leg requirement to have a valid passport while staying in Singapore as PR? What I gather from SMS comments even REP is not a requirement when staying in Singapore. So why would a valid passport be? It might but didn't see comment on that on ICA site, maybe in some law or somewhere else.

REP has passport details mentioned in it. Expired REP and expired Passport are 2 different thing.

I’ve been in Singapore for 24 years on an EP and have definitely renewed my passport with less than 6 months remaining. It all depends whether I expect to travel out of Singapore, because most countries in Asia require 6 months validity before they will let you enter, with the notable exception of Hong Kong.

I haven’t tried it, but I would expect even with an EP you should be able to reenter Singapore with less than 6 months.

Yes, I know they are 2 different things. Hence the question whether a valid passport is required.

If your goal is to get the whole family on the same schedule, perhaps you could consider renewing the other ones early?

That was my plan, but missed it this school holiday break.

Anyway might still do it before anyone's expire, but it's still.interesding to know if that is really required.

I have yet to find the citation within the Singapore Statutes but I am almost certain that you are required to maintain a valid foreign passport as a PR. The reason? You are a guest of the Singapore government, and at any time, they are free to revoke whatever status you have and terminate your stay on the island. To throw you off the island, they must be able to repatriate you to your home country... much harder to do if you don't have a valid passport.

I'll continue to search for the citation.

It may be more difficult to enforce such requirements than to repatriate. I would rather expect some international law/procedures in place for such repatriation rather than requirement of passport validity.
