I believe what you were referring to is known as laser resurfacing, where the skin is lasered causing the outer layer of the skin to wound. Once the wounds heal, this new skin that grows becomes tighter, smoother, and brighter. So to answer your question, yes lasering does make the skin smoother, if you undergo the right procedure.
