When my daughter applied (at age 5) under my wife’s PR, I had mistakenly thought it would get approved almost automatically. When we appealed, I too was surprised that our finances were put under the spotlight - not just salary, but properties, investments and even my wife’s CPF balance.
Prior to this, I had assumed that how long one stayed in Singapore would carry more weight. My wife has been here since Primary school and had been a PR for decades before we applied for my daughter.

if like that , chances very low that how to buy house stay here for life time
already 40 years than when buy house and when to finish payment
some more CPF money no use for
its very sad if stay here 12 years and born here
and how to appeal higher ICA officer

Even if you manage to get PR for another family member, you still need to wait 3 years before buying an HDB. A friend of mine from India was in the same situation once he got PR for his wife... he decided to just buy a small
condo unit in an inconvenient part of Singapore (where it’s more affordable). Not easy financially, but better than waiting... he has no regrets.
If you want to appeal, I believe you’ll need to contact them to make an appointment.

Conversely, there are those who've been in Singapore less time and managed to get a PR. Like you said, many more factors.

my wife 2 friends 1 lady working in cake shop coming singapore only 3 years get pr already some more she get pr after apply 2 and half month another friend also get pr only 2 years and she working in private office as admin and she and her husband both apply same time and with in 3 month get pr
1 of my wife friend malaysian chinese and another form china

my brain and mind cant function
dont know what to do
stay singapore till my last breath myself pr and my son and wife long term is it
any suggestion

i appeal also rejected ,than i re appeal also rejected

I would guess that the supply of candidates exceeded the slots available for your particular profile... so when selecting who to approve or reject within your profile pool, there were too many candidates who had more attractive attributes than yours.
Since we have no visibility to the application pool or the number of slots available, it’s very hard to explain why certain profiles with certain attributes are more likely to be approved at certain times and rejected at other times.
