Another consideration, approving your other family members would open your access to things like government subsidized housing and schooling, both of which have a limited capacity and cost taxpayers dollars... very possibly more tax dollars than they can expect to collect from your family at this point. No harm to appeal, but you need to be realistic about the chances. There are quotas by ethnic group. My daughter’s PR was initially rejected and we had to appeal to a higher officer. We eventually got her PR approved, but we had to submit a lot of financial evidence. This country cannot afford to operate like a charity - limited resources have to be prioritized.
