Most definitely in the case of sport diving. Commercial diving is a different story. (I've 50 years of SCUBA experience and 20 years of deep sea commercial experience).

Yes, they gave more details in the newer updates that the dad was hunting for a nice snorkelling spot for the children, I believe 2 families were there to snorkel. But the tragedy just struck and he ended up not returning. I heard that the currents at Sisters' Island is quite strong, not sure why they didn't head to Sentosa instead?
