EP Chance for Foreigners Not Based in Singapore

Hi Everyone,
I am wondering about the current chance of getting EP approved if someone is outside of Singapore.
MoM website put on info saying "While we are progressively re-opening our borders, approvals for any new applications are still limited. You may continue to apply passes for foreigners who are already in Singapore."
But then again when I see the thread on EP Approval on Aug - Oct - Nov, there are some people who were from outside Singapore who got their EP approved.
I am unfortunately just been laid off by my company so my EP will be canceled soon. So this is in case if I don't get another job in Singapore before the short term pass expired (after EP cancellation) and need to go back to my home country.
