I am not sure how this is going to work, but having people to take a test first before going to a nightspot, is a dampener.

There's no way that night spots will get a free pass in Singapore. This gahmen not stupid - they look overseas and see what happens when you open up indoor bars / KTV. BOOM. This is a patsy to the industry to shut them up is all.
