Think of it from a holistic angle, like ICA loves to term it.

Integration - its your race/nationality
Contribution - its whether you can grow the economy, grow the population with your seeds

Length of stay matters to an extent for some, but not for some others.
Qualification is merely a pseudo gauge on your ability to be employed
Family unit or not, i am actually not sure, but the govt gets quite worried about the fertility rate

Long story short, a Malaysian Chinese is far more likely to get it than any others, despite worse qualifications, worse salary, etc. That speaks volumes. Foremost, is integration.
