If I am a foreign student(first generation) at 19 and get PR,do I need to go NS?
If I need, will I go immediately once getting PR or go after my university?

No. There is a get out for NS for first gen PR.

I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

There is no requirement to withdraw CPF funds upon termination of PR status. Ex-PRs can (and probably should) continue to enjoy CPF's yields....
