But is quarantine required? If so then very few will travel.

just called Cathay Pacific UK:

"Yes, aware of LAMP test but Cathay Pacific are not as yet accepting passengers........still negotiating with partners........ we have been flooded with queries......... keep checking our website......... I think UK passengers will still need to 14 day quarantine..... "
