I thought the taxi driver could have been held 100% liable, if unsure, don't make the turn, wait for the light to turn in your favour.

Discretionary right turn is very dangerous if there are big vehicles like buses blocking the view. Encountered many times that drivers are guessing and trying their luck even if the view of the on-coming traffic is blocked.
Thumb of rule: Do NOT risk if you cannot see!
