Dear All,
My Landlord has sent me a letter to vacate the unit citing poor maintenance of facility, which I believe is not true.
Where can I complain or challenge this notice to stop the landlord from forcing me to vacate the unit.

Did he include official documentation? If not, it's likely bogus, but it's a good idea to request for it, so you can be sure.
If he's really having you on, dig in your heels and get your money's worth.

You do not have to more out without a corresponding court order (i.e. you cannot be forced out by the police or LL unless there is a court order in place saying you must leave, if the LL changes the locks call the police and KEEP A COPY OF YOUR TA ON YOU). You can refuse. Your counter offer should be for the LL to pay moving costs, new lease establishment costs etc as well as return of the deposit and rent in advance.
It may be worth engaging a solicitor to review your TA and write a letter back to the LL.

Did you counter offer to break lease for compensation yet? If not that is your next step. Remember you do not have to leave until they show up with a writ of court (and of course you yourself can argue the case in court - you are permitted to defend yourself against his allegation and my general impression is the magistrate will not auto default in LL favour). I would insist on full refund (less any actual damage), half moving costs and new lease fees (agent comm at the next place) to break a lease.

1) How do I ensure that he cannot ask to me vacate just on a notice ?
2) Where can I go and file complain against this notice ?

1. What does he mean by "legal notice"? There's no such thing. There's a letter (which is nice but you can ignore) and then there's a writ of eviction (which you can't ignore). There is nothing else. Make it clear to your LL that you do not intend to voluntarily depart (without compensation) unless the LL succeeds in obtaining a writ (a court order).
2. You can't really complain to anyone but the magistrate at the court hearing by countering with your own evidence. You are probably at the point of needing a solicitor. Try talk to people who knows some - if you're really stuck I may know someone who can help.

"For cases involving other reasons for eviction, the tenant is also entitled to apply to court to resist eviction. The court will then decide whether to grant the writ of possession."
The reality is that it will cost the LL money to take you to court. There is a middle way where the LL agrees to compensate you for leaving early. If the LL doesn't take this path then let him spend the money filing his bogus case. The magistrate - if you present a reasonable counter case - will disagree with the LL.
If the LL perjures himself (lies in court) point it out. Perjury is a criminal offense punishable by 7 years in prison from memory.
