How many people do you suppose apply for PR every year?

Given the current political (anti foreigner sentiment) and economic (recession) situation, I wonder if this is an opportunity for the government to raise the cost of applying for PR(/reapply for REP)?

This would help restrict the flow (assuming elastic demand for PR) and would help boost the revenues ...

I don’t think ICA publishes total application numbers, at least I have not come across any.
