Is it possible to get medicine thru calling when I've visited the doctor before? Without seeing the doctor?

Yes, if it is a Government listed Polyclinic or Hospitall. I have my quarterly HBP meds delivered by courier from the polyclinic. My appointment is a teleconsult (in fact, I'm scheduled for one on the 7th next week). Just received an sms reminder this morning from the clinic to remind me of the upcoming phonecall appointment.
However, considering you are a left-wing spammer from California, I don't think it will matter all that much as they don't do overseas deliveries.
