Keep trying. However you may be in one of the companies blacklisted by MOM for over employment by Indians. Also Indians are on the shitlist thanks to your countrymen in Stanchart, Temasek etc.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

Your numbers are good, but Mr. Covid has conspired against you I'm afraid.

I guess, yeah, just keep trying, because it's nothing personal, that much is clear.

I think that whilst we're at this pivotal juncture, the powers that be are taking a wait and see approach, rather than forging ahead along the pre-covid course.

If by not committing they can also test the mettle of all aspiring PRs, better still.

IOW, wait a while, then submit again.

You apply yearly which mean the rejection come in in few mth time.
You apply again in few mth after rejection.

3rd time and 4th. time, any changes?

"Wait a while", I think he will wait another 2-3 mth and apply again

Ms Indranee said citizenship and PR status are offered selectively to applicants who are committed to making Singapore their home, and who can integrate and contribute to Singapore.

Decipher however you want. As vague as it can be.

From what I have gathered from those who apply, a lot depends on luck too.

Only from those who got PR but don't have a clue as to why. Luck had naught to do with it.
