Foreigner entering Singapore to live and work

Hi, I am asking for a friend. Can a foreigner with a bachelor's graduate enter Singapore to live and work? What is the step by step process and passes required?

Would it be to post resumes to Singapore companies first and get hired, then for the company to apply for a relevant work pass? Seems difficult because most companies require a face to face interview, not-withstanding Covid.

They shouldn't even be considering it until possibly mid-2021 at the earliest and then will probably need at least 5 years experience in his/her field.
