How were they allowed on board and why did the test come out positive but deemed as non-infectious...sounds contradictory to me.

The virus is "in the environment". Meaning it is so wide spread that it is possible to pick it up without coming into contact with a contaminated person. It's airborne, on surfaces and possible into the sewer and water systems now. OF course if we could isolate the hosts the move it then it will die off.
