I would like to ask
a) what is the PR chance for my son to get PR approval
b) what should we do to increase our chances?
c) how to submit additional supporting docs, seems no option on ICA doc - only standard requirements are there. Is it ok to email ICA on these docs?

Son's status: Long term visit (LTVP) pass since 2015 (applied PR got rejected twice)
born: 15June2015
nationality: Filipino
Born in Philippines
only child
Studying in Sparkletots since aug 2019 till date as Kindergarten
Studied in Nanyang Skool since May 2018 unitl July 2018 as Nursery
Parents are both Singapore PR
Mother (to apply as sponsor)
Age: 41
Nationality: Filipino
Singapore PR since 2008
Work: IT bank (full time/perm staff)
Salary: 7080sgd (monthly gross)
Father (applied as sponsor - 2nd time rejection)
Age: 48
Nationality: Filipino
Singapore PR since 2010
Work: IT bank (full time/contractual staff)
Salary: 7800sgd (monthly gross)
Significant change from time of last reject in Nov/Dec 2019:
Current status:
a) Mother recently got promoted (in Apr 2020) to AVP, salary now is 7080 sgd per month (gross) from 6250sgd
b) Mother is volunteering as a catechist for almost 2 years (church testimonial letter available)
c) We bought private property in Aug 2020
d) Father got salary increased in July 2020 (200sgd increased per month).
1st PR sponsorship (rejected): Mother
2nd PR sponsor (rejected): Father
3rd sponsor: Mother (to apply by end of Aug2020)
Last rejection of my son's PR was in Nov/Dec 2019.

There are second hand stories of Pinoy LTVP children (child of 2 PRs) being approved but it is not the common result I hear. Rejections are more common. I am in the same boat as you and my child has been rejected 4X since first applying in 2011. Just cross your fingers and hope for the best.

If your ethnic group doesn't fit (i.e. not Chinese), your other supporting criteria will need to increase substantially.
For example, I have heard of ethnic Chinese earning around your salary, getting PR. However, because you don't meet that criteria, you will likely need to earn substantially more.
It's a numbers game. There are more Chinese PR spaces, than Indian than Malay and there are not a lot of "others". You are competing against people in the "other" category. These "others" include caucasians who are being parachuted in as senior managers getting paid in excess of 30k/month
That being said, the fact you have both been SPR for such a long time does stand in your favour.
Maybe (and this is purely speculation) the gahmen is waiting until after your child reaches primary school age to allow other SC kids to get first choice of primary school. And then after will grant PR
