Consulting is portable. Good luck though.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

When trying to gain "Permanent" residence in Singapore. Occupations that are easily transferable especially by large consulting companies (like the big 4) tend to be parachuted in and out of countries often. This, in turn takes up PR for those who actually want to stay in Singapore and potentially what to become citizens. As new citizens is the ultimate goal of ICA, then it doesn't make a lot of sense to give PR to bad risks (to stay). Yes, you can potentially get PR, but having said that, your occupation will not lend a lot to the mix due primarily to the potability of the occupation. Good Luck though

Also consulting may not be seen as a secure form of employment (but I might be talking out of my ass here).

Decent salary, age, education and job (not withstanding portability issues). You stand a reasonably good chance I would say.
Apply, but don't forget to add your son to the application. If you "forget" in the hope of avoiding NS, you will guarantee not getting it.

Good luck!
