A qualification for Chief representative office for RO

Hi,

Trying to get an EP by setting up Representative Office.

One of its conditions is that the RO must have the chief representative officer relocated from the headquarter or Singapore staff.

Does Singapore staff mean only locals?
I am a foreigner holding EP, but not sent from HQ technically as it is remote work.

In this case, can I still be the chief representative officer?

Singapore staff when it refers to employment typically means Singapore Citizen or Singapore Permanent Resident

RO is a rather limited category and I don't think ideal for what you're trying to do.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!
