The SAT ONLY shows if you are "Eligible" to "Apply" for an employment pass. In other words, there is no guarantee that qualifying using SAT with ultimately result in the issuance of the requisite employment pass. It only guarantees that it will be looked at and considered base on a composite score of which we can only guess. They hold those cards extremely close to their collective chests.
