Except he isn't in the FSS system - he is in JC....
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

OP would have passed his O-level (I’m assuming) and doing A-level in JC here. So he should qualify under scheme, no?

Renouncing or losing one's PR status without serving or completing full-time NS would have an adverse impact on any immediate or future applications to work, study or live in Singapore, or for Singapore citizenship or PR status.
Renouncing or losing one’s PR status without serving or completing full-time NS may also adversely affect any immediate or future applications for renewal of Re-entry Permits made by one’s family members or sponsors.

OP was asking about not completing the formality and rejecting the PR approval consequently.

He’s not a PR yet, so there’s nothing renounce here. And he hasn’t enjoyed the benefits of a PR.

Though it could be viewed in the same vein as renouncing without serving NS but the key is he didn’t enjoy the benefits of being a PR.

just to clarify things here - yes, i do need to serve ns, govt made it pretty clear when i applied haha
