LTVP Facilities Help!

Hi,
Recently, I just received the IPA letter, and I would like to ask in the list of documents and facilities that I need to prepare for the checking appoitment with ICA have include this item:

vii. the Letter of Consent to work(From MOM).

However, I thought it only available after I receive the LTVP card and the company which I will work for will go apply the LOC with MOM. I do not understand why ICA need the LOC when I not yet collect my LTVP. I'm not sure how can I get it now.

For more information, Im currently a Spass holder.
