My Job Offer was Withdraw because of Covid, and I have Tuition Grant to fulfill

My Job Offer was Withdraw because of Covid, and I have Tuition Grant to fulfill

Hi,
I'm not sure if this is the right Topic that I should choose (Careers & Jobs) because this matter also cover about Education in Singapore, I'm sorry in advance.

Just a quick profile,
I'm an International student that graduated in August 2019, majoring in Diploma in Interior Design, with Tuition Grant from MOE.
Just this year, in February 2020, I got my job offer from a company,
but then they withdrew their offer because of Covid-19, at that time the company has not issued my S Pass yet, but even so, I was so heart-broken.

Then I applied again in March 2020 to a different company, this time, they accepted me, applied for my S Pass, and my S Pass have even been approved, I was so looking forward to joining the company. but then May comes and they suddenly withdrew their job offer with me, because of Covid-19 and their market was not so good. I was do devastated and depressed. Since I really need the opportunity for my Tuition Grant bond with MOE (have to work in Singapore for 3 years)

What can I do in a situation like this?

Also, a concern for me is that I have a Tuition Grant that I have to fulfill by this August, and as the market downturn and Covid-19 issue, is there a possibility, or is there a case before that a Tuition Grant student defer their grant without a buyout? (means not paying the government, they just discharge the student from the Tuition Grant)
(especially now that government are focusing on getting Singaporeans and PR to get their jobs first)

You can approach MOE, they MAY consider giving you an extension in the current situation.

I think they will most probably give you an extension if you appeal.

But on the discharge possibility, it will be very low. If not, how is it fair?
