The information and communications sector, which incorporates people working in technology and digital jobs, currently employs about 200,000 people in Singapore and requires another 60,000 in the next three years, Vivian Balakrishnan, the Minister in charge of the Smart Nation Initiative, told the Straits Times this week. But the education system is only producing 2,800 ‘infocomm’ graduates annually, he warned. That’s 8,400 grads over three years, which leaves a 51,600 shortfall.

Yep, started during the run up to the new millennium when they couldn't find Cobal programmers to work on the big mainframes before the world stopped on the stroke of midnight 2000. For the next 10 years they imported Subcontinental by the '000's But 2010 a lot of them had already taken up PR and started flipping properties, getting into Hiring Mgr positions and creating havoc in general, especially with the local demographics before the census showed them the error of their ways and all hell broke loose by the locals which came to a head before the 2015 elections. We remember it well!
SOME PEOPLE TRY TO TURN BACK THEIR ODOMETERS. NOT ME. I WANT PEOPLE TO KNOW WHY I LOOK THIS WAY. I'VE TRAVELED A LONG WAY, AND SOME OF THE ROADS WEREN'T PAVED. ~ Will Rogers

WD40 aren't you one of the refugees of that program? By that I mean one of ones who didn't get PR but has managed to hang on here?

Yes

But program is still on and people are still coming. But no PR. That was a short window for people from 2006-08 when maximum PRs were given. I came to Singapore in 2009 and by that time the window had closed.
