You could pass the order to a debt enforcement agent. They can act in your absence to collect.
What do they usually charge around?
A % of the take - I'm guessing 20% to 33%. You don't pay them upfront - you assign the debt to them to collect and if successful they pass the balance onto you. Google debt collection singapore.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or
http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

Actually spoke to few debt collectors, all of them have upfront fees and around 20% once collection done which wont be worthwhile in my case since debt is <1000$.
Can police help in this?

No, it's a civil matter. I'm a bit surprised you can't find a collector who won't do it on no win, no fee.

UPDATE: Settled in SCT
SCT is definitely receptive and they laid down the rules clearly enough for the parties incase we proceed for a hearing.
Which in turn mellowed down the owner and he suddenly become willing for a settlement as compared to filling a counter claim & keeping the entire rental deposit earlier.
To honest renters out there, do fight it out if you ever get yourself in similar situations
Hi,
My case is similar as my LL not returned the deposit. Today is the first mediation for my SCT claim.
The registrar mentioned the case may not be under SCT judistriction as i stayed in the house for 4 yrs. (2 yrs initial contract and 2 times renewed the contract for 1 yr) and moved the case to other date requesting both parties to produce additional docs. I informed them the last contract is for 1 yr and it should be within the SCT judistriction. The registrar asked me to put my comments in additonal docs and judgement will be on the next date.
Any help from your perspective how to take it to next step if SCT pass discontinued order please?
Thanks.
