Number of years as SPR: 13
Came to Singapore in 2004,studied in local primary school, secondary school, diploma and now in local university SIT year 1.

Are you going to start work soon? Your chances now is Ok too. But if you apply after 2 years of work, will be very easy. Also, where are you originally from?

You can try. You will have a good chance as you have stayed here for long and also completed your NS

You can also apply while you are still a student under the new eligibility criteria, instead of the usual economic scheme.
"4. Are a PR studying in Singapore; and have been residing in Singapore for more than 3 years (of which, at least one year as a PR); and have passed at least one national exam (i.e. PSLE, GCE ‘N’/‘O’/‘A’ levels), or are in the Integrated Programme (IP)."
Rumors go that the processing time for applications made under this category is way shorter than the economic scheme.

You are not eligible to apply as of yet.
Goodness of profile or otherwise is irrelevant until the time you are actually eligible to apply.
You don't fit the any of the 5 eligibility criteria specified by ICA based on the information you have posted.
