Yes, you can. My husband is a LTVP holder and he needed a Singpass account urgently last year, so we went down to a community centre (CC) to set it up on the spot. Given the current COVID situation now, not all counters in CCs are open at the moment...

If you don't need it urgently, just follow the instructions in the website linked by bgd and wait at least 5 working days for the mailer to be sent to your registered address.

I encountered the same error after receiving my LTVP card. @redacka - were you able to successfully create a SingPass account? If so, how long until after you received your pass?
