saw one person wearing in Cold Storage this week (basement supermarket).

Yes. This is from an FAQ bot on gov.sg

"If you need to go out, any mask that covers the nose and mouth, including reusable face masks, DIY masks or plastic face shields, offer adequate basic protection when safe distancing and good personal hygiene can be observed."
