low
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or
http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

low but possible as ICA will possibly see it as a last ditch effort because you have finally elected to add your children.

Chance may be low
1. Salary is a bit low for main applicant, but combined salary might be OK
2. Age is also on the slightly higher side.
3. Ethnicity
4. You didnt apply earlier

But the last 4th time might have given a CLEAR message to ICA, that you didnt want to apply for kids and were looking to bypass NS.

Many thanks for your time to reply.
He applied PR 2 times (2006,2008)when he is unmarried.
1time (FY2013-2014)after marriage. Later we are blessed with 2kids.Recently, applied with full family.
Hope it clear.

2006 -2008 is the period where it was so easy to get PR.
My colleague at that time, work for 6 mth, apply and got it.

We really cant take it as positive sign. There are cases where it has been rejected after 14-15 months also

Sorry to say but it seems highly unlikely given the current conditions in Singapore
