citizenship application appeal

i applied in mar 2018, got rejected in Nov 2019
but i recently changed job , so i tried to write email to ICA to appeal.
they replied, considering my case, they suggest i submit a new application.
does it mean appeal actually doesn't mean anything? I have to submit a new application anyway, and pay the $100 again?
Do I need to wait for another 2 years for the result? or it should be faster this time given that my application is rejected recently?

Since the rejection is more than 5-6 months, they have asked you to submit a new application. If you submit a new application, yes, you must pay $100.

Best is for you to work for another 2 years and then apply again.
