Approval to return to Singapore

I'm an S pass holder, and was thinking it might be nice to wait out the rest of the circuit breaker from my home country. The main reason I have not yet done this, as the SG government has stated that work pass holders should apply in advance of returning to Singapore to obtain permission. Has anyone tried this or has any idea of the criteria? How easy or difficult will it be to obtain that approval?

Looking at the MOM site, it seems like now's really not a good time to try and enter Singapore.
