Creepy neighbour

can I seek advise for the neighbour's weird behavior?
The man, looks 40+, living next door, looks so creepy. :?
As we share the same corridor, this evening around 7 pm, he slowly walked pass by the corridor twice and stares inside the house.
At the second time when he is passing by, I notice he stares inside. He is not wearing top
and only wearing pants. Then I take photo for evidence and he started shouting at me and my friend. He has been harassing us with false accusations that we've been making noise talking inside.
Then I go and closed the door and he shouted and threaten us outside.
Actually we turn on TV with normal volume and my friend is watching through the kitchen when preparing dinner.
I was at living room and playing phone. We are just chit chatting about the movie but not making such noise as he said.
Should I report this to police ? I am scared as we are 2 ladies tenant and our landlady is seldom home. Pls advise me. Many thanks.

p.s. This is my fist time post in forum.. pls forgive me if it is irrelevant.

Are you staying in a HDB? I think it's rather common for people or neighbours to peek in when walking pass especially if your wooden doors are opened. I think some people are not used to new neighbours.. not sure how you and your neighbour can try break the ice, but when he looks in next time, you could probably say 'Hi!' and see his reaction..Just make sure your metal gates are locked at all times.
