Because they think they know everything but overlooked a major part of the puzzle as far as I'm concerned.

When the flow of PRCs from Hubei Prov who worked here on WPs (e.g., dormitory dwellers) started returning, they did not catch the asymptomatic ones coming in through Changi with their temperature monitors. The first one the caught was a 66 year old with an elevated temperature if I remember correctly. Therefore they did not know how many returned who contagious on arrival but only subsequently developed symptoms, but at that time Singapore was still unaware that asymptomatic carriers were also infectious at the same time (even though the Chinese doctors in China suspected so). So once they entered their prison cells/dormitories with 10 to 12 in a cell, they were bound to infect their room mates or others in the eating places or toilets or in the "yard"/compound. Then when they got to the work sites with others from other cells and/or compounds they continued to infect until such time as they developed symptoms this continued to snowball and still is snowballing. Only then did Singapore wake up. You would have though they would have been triggered with the Bangladeshi went into the hospital where he stayed for 2 months in ICU.
