We are moving to Sg with our 2 year old and new baby. I'm a bit concerned about living anywhere but on the ground floor, given the curiosity of a toddler who might try to climb over a balcony. Any thoughts about this from other parents?

Some balconies are configured to allow you to put grates up which provide for airflow and can be locked. Some highrises don't have balconies and you can have locks installed on the windows. Don't forget, ground floors have easy access to swimming pools, just as scary.

Good point. Am I correct to assume that there are no buildings with fences around the pool(s)?

I'm sure there are some, but not many. You can also look at other housing like a bungalow or semi-d without a pool. They are always enclosed by a fence and gate.
