Actually revoking/suspending passport is a fairly common measure for a variety of offences in many countries when the person is a potential flight risk. Singapore holds the passport of foreigners out on bail as well.

abbby, there are a number of stateless families here who have been stateless since independence here.
Standard procedure here is confiscate the passport of anybody, foreigner or local who poses a flight risk if you are arrested for a bailable offense.
