I still see people taking photos and sharing on instagram their holidays...well, at a time like this, I am not sure if they are acting responsibly, they are also really maxing our the medical resources available. Shouldn't let them return should they choose to holiday.

Singapore will not provide free Covid 19 care to Singapore holiday makers who catch it from today I believe.
I not lawyer/teacher/CPA.
You've been arrested? Law Society of Singapore can provide referrals.
You want an International School job? School website or
http://www.ISS.edu
Your rugrat needs a School? Avoid for profit schools
You need Tax advice? Ask a CPA
You ran away without doing NS? Shame on you!

Also an easy way to lose REP or have it shortened is to falsely declare travel history.

I am not exactly sure what it means by having his REP shortened. Maybe he is on 5-year, and say, he has another 3 years to go then ICA shortened it to one year? He can then apply for renewal again and get the standard 5 years? ICA could have just revoked his PR right away, deport him after 14 days of SHN.
After all, the dude is the co-producer of Crazy Rich Asians and his dad is a tycoon in Indonesia.
Versus this guy who got his PR revoked and barred from entering again, albeit the offence is different.

Said a person posting from India to a Singapore based forum. Are you one of them or you have some different agenda?

MY guess is "enough time to get your affairs in order and leave". One year.
