Is this allowed or must he/she serve full 14 days. OK?

Well you can leave but you might not be allowed back...https://www.straitstimes.com/singapore/ ... pped-of-pr
This guy had failed to comply with the SHN before trying to leave so slightly different, but I think they'll want you to stay the full 14 days with no symptoms before you try going anywhere else.

Not sure if he can leave:

- Minimise contact with people, avoid visitors
- Maintain record of people in close contact with
- Take temperature twice daily; monitor for respiratory symptoms

Penalties for non-compliance
- Fine of up to $10,000 and/or 6-mth imprisonment for 1st offence[..]"
